Define the operating boundary
A useful definition names the triggering event, required inputs, governing source, accountable owner, decision or action, exception path, evidence retained, and downstream handoff. Buyers should adapt those elements to their own population, jurisdictions, policies, systems, and control model before writing requirements.
The most important distinction is between a label and an operational capability. A provider may document cost-to-complete forecast and variance analysis while depending on customer-supplied policy, licensed content, third-party data, integration partners, manual review, or services. The demonstration should expose those dependencies rather than hiding them behind a completed interface.
What a demonstration should prove
- Begin with representative source records and a named policy, standard, or controlled rule.
- Show the normal path, an ambiguous case, missing data, an exception, an override, and a material source change.
- Identify who can change rules, who can approve or reject, and how accountability is preserved.
- Trace every output back to inputs, versions, timestamps, user actions, and governing evidence.
- Export the resulting record and reconcile it with downstream systems and retained obligations.
Authority and operating context
ISO 21502:2020
ISO 21502 provides guidance on project-management concepts and practices across organizational settings and delivery approaches. It broadens system evaluation beyond task tracking to governance, justification, plans, benefits, scope, resources, schedule, cost, risk, change, information, procurement, and stakeholder responsibilities.
GAO Cost Estimating and Assessment Guide
The GAO guide describes best practices for developing credible cost estimates and managing cost through program lifecycles. It gives construction-system buyers a basis for scope, assumptions, data, methods, sensitivity, risk and uncertainty, documentation, update, and reconciliation questions.
AACE Total Cost Management Framework
AACE's Total Cost Management Framework organizes cost engineering and project-control processes across strategic asset and project delivery lifecycles. It helps buyers define estimating, planning, scheduling, cost control, forecasting, risk, performance, and decision workflows before evaluating tools.
PMBOK Guide
PMI maintains the PMBOK Guide and The Standard for Project Management as a professional reference for project delivery and value creation. It gives system buyers a wider governance and delivery context without turning a software workflow into the project-management method or accountable decision.
Operating domains
Cost, commercial, and change control
The evidence chain connecting contract scope, budget, cost code, commitment, event, notice, quantity, price, time, authority, status, contingency, forecast, accounting, payment, and retained commercial position.
Portfolio, program, and capital governance
The maintained decision system connecting strategy, project need, option, funding, authorization, scope, schedule, cost, risk, benefit, delivery performance, change, forecast, stage gate, and closeout across a capital portfolio.
Evidence and comparison limits
Official provider documentation can establish product positioning. Provider confirmation can clarify package or availability. Independent observation requires a disclosed scenario, environment, date, inputs, and reproducible result. None of those sources alone establishes buyer-specific legal, clinical, regulatory, quality, or operational fitness.
Buyer questions
- What exact outcome and evidence should cost-to-complete forecast and variance analysis produce?
- Which source, version, and customer facts govern the workflow?
- Which decisions remain human and who is accountable for them?
- What is native, configured, integrated, service-delivered, or planned?
- How does a changed source affect open and historical records?
Recent changes
GAO publishes the revised Cost Estimating and Assessment Guide — The event changes the maintained standards, product, portfolio, or market context. Buyers should update affected records while keeping official announcements separate from configured behavior, project adoption, integration, implementation, and outcome evidence.
