What the source establishes
ISO 19650-1 establishes information-management concepts and principles for built assets. ISO 19650-2 applies information management to project delivery. Neither record certifies a software product or makes a project file contractually authorized. The evaluation should preserve those boundaries instead of treating a technology claim as the complete operating model.
