PMWeb portfolio roll-ups need a comparison contract
PMWeb presents detailed portfolio roll-ups and granular project-level insights for owner-operators. A cross-project total is decision-ready only when its population, purpose, status date, scope, baseline, currency, record states, forecast version, units, formulas, and exclusions are explicit.

Freeze the portfolio question before totaling
PMWeb's official page presents detailed portfolio roll-ups and granular project-level insights. That establishes current provider positioning, not the comparability of an undisclosed portfolio. Start with the decision: allocate funding, assess delivery exposure, approve a forecast, prioritize intervention, report performance or test capacity. Name the owner, as-of time, included organizations and projects, lifecycle stages, program and funding boundaries, measures, materiality and permitted use.
The population record should show included, excluded, canceled, paused, completed, proposed, jointly delivered and confidential projects; acquisition and disposal effects; data owners; and the reason each item belongs. A system-wide total can be mathematically correct while answering the wrong question. Missing projects, stale periods and mixed definitions should be visible exceptions rather than absorbed into a portfolio label.
Align status dates and measurement bases
Every project row should retain its status date and time-zone semantics, accounting period, schedule update, approved baseline and changes, current budget, commitments, accruals, actuals, estimate to complete, forecast version, funding and cash-flow basis, currency and conversion rate, unit conventions, contingency treatment, owner and source systems. State whether figures are approved, submitted, calculated, imported, estimated or under review.
Two projects reported on different dates do not become contemporaneous because one dashboard refreshed today. Currency conversion can normalize display without making purchasing power or escalation assumptions equivalent. Early planning estimates, awarded-project budgets and operating-phase costs answer different questions. Schedule progress, financial progress and physical completion can advance on different evidence. Preserve those distinctions before comparing or ranking.
Let the roll-up reconcile to project evidence
For each portfolio measure, retain the formula, numerator and denominator, inclusion rules, hierarchy, unit, rounding, transformation version, source fields, refresh time and reconciliation totals. Users should be able to trace a displayed total to contributing projects and then to the approved or observed records that support each contribution. Adjustments, manual overrides, eliminations, shared costs, interproject transfers and corrections need separate identity and authority.
PMWeb also presents portfolio-wide action and standardized workflows. An aggregate signal can open review, but it should not automatically change a project baseline, funding authorization, contract, schedule, forecast, risk acceptance or field direction. Route the decision to the authorized project and portfolio owners, retain their evidence and conditions, and show when later project updates invalidate the earlier aggregate.
Test one intentionally uneven portfolio
Use representative projects in planning, procurement, construction, closeout and operations, with different status dates, currencies, baseline states, cost structures, schedule detail, forecast versions and missing fields. Add a paused project, shared contingency, transferred scope, confidential program, late actual, disputed change and prior-period correction. Reproduce the roll-up, expose exceptions, drill to sources and rerun after aligning one assumption.

It did not operate a tenant, inspect a project or portfolio, validate a workflow, integration, status date, baseline, schedule, cost, forecast, currency conversion, calculation, decision or outcome. Provider and customer statements about control, timeliness, accuracy, efficiency, savings and outcomes were not independently tested, and the page supplied no reliable publication time proving a post-cutoff material development.
Enterprise buyer test
Translate this change into the exact population, record type, workflow stage, decision owner, effective date, and evidence that could be affected. Ask current or prospective providers to demonstrate the named workflow with representative data and an exception—not a polished feature tour. Record what official documentation establishes, what a provider states, what the team observes, and what remains unresolved.
A defensible review also identifies the dependency outside the product. Authority interpretation, policy configuration, data quality, integrations, human judgment, approval rights, release governance, training, and retained evidence may remain customer or service responsibilities. The evaluation should preserve those boundaries instead of treating a technology claim as the complete operating model.
